((ooc: On a more practical note, check to make sure the bowl or tank has enough air flow, isn’t too hot or cold, and that the fish have enough room. Also it might be the store you’re buying them from, some stores’ sell rather unhealthy fish. Try another place and maybe your luck will improve!)
